With over 30 years’ experience in government administration and the financial sector, Luc Meunier possesses broad expertise in management, economics and infrastructure.
He served as Vice-President, Investments and Property Management at La Capitale Insurance and Financial Services before joining R3D Conseil as Vice-President, Corporate Strategies.
From 2011 to 2013, Mr. Meunier headed Infrastructure Québec, where he oversaw the organization’s merger with Société immobilière du Québec, which led to the creation of Société québécoise des infrastructures (SQI). At the helm of SQI until 2017, he oversaw several major investment and infrastructure projects, including the REM.
Prior to this, Mr. Meunier enjoyed a long career in the public and parapublic sectors, notably with Investissement Québec, the Secrétariat du Conseil du Trésor and the Commission de la santé et de la sécurité du travail. He has held a number of senior positions at the Ministère des Finances du Québec, including Deputy Minister for Economic, Fiscal and Financial Issues.
Active in his professional community, Mr. Meunier also chaired the Board of Directors of the Association des économistes québécois.
He holds a Bachelor’s in Business Administration and a Master’s in Applied Economics from HEC Montréal.
